On March 16, 2023, the Aizkraukle Municipality Council adopted Decision No. 8 “On the initiation of the development of the Aizkraukle Municipality Spatial Plan”, thereby deciding to launch the preparation of a new spatial plan for Aizkraukle Municipality and approving the terms of reference for its development.
One of the autonomous functions of a municipality, according to the spatial plan, is to determine land use and construction regulations. In accordance with regulatory enactments, municipalities must develop new binding spatial planning regulations by December 31, 2025.
The aim of developing the new spatial plan is to ensure uniform requirements for the use and construction of land within Aizkraukle Municipality, establishing preconditions for improved environmental quality, sustainable, efficient, and rational use of territory and other resources, as well as purposeful and balanced economic development. This is to be done based on the spatial development perspective defined in the Aizkraukle Municipality Sustainable Development Strategy 2021–2034, the Aizkraukle Municipality Development Programme 2021–2028, and by observing the principles set out in the Law on Development Planning System and the Spatial Development Planning Law.
The spatial plan is developed in line with national and regional spatial development planning documents, the tasks and planned spatial development perspective set out in the Aizkraukle Municipality Sustainable Development Strategy 2021–2035, and in compliance with legal requirements regarding spatial planning, land use, and construction. The plan also evaluates the planning documents of neighboring municipalities – Bauska, Jēkabpils, Ogre, and Madona. It includes an assessment of the municipality’s existing potential and resources, and defines the necessary conditions and restrictions for land use, including those for establishing mineral extraction sites.
Initially, Didzis Grundulis, Geographic Information Systems Specialist of the Aizkraukle Municipality Development Department, was appointed as the head of the spatial planning process. However, following amendments approved at the April 17, 2025 council meeting, the planning process is now led by Olita Znotiņa, Senior Project Manager of the Central Administration’s Development Department of Aizkraukle Municipality.
The currently valid spatial plans for the former municipalities of Aizkraukle, Jaunjelgava, Koknese, Nereta, and Skrīveri are available on the Aizkraukle Municipality website and the GeoLatvija.lv platform.
